Below are Article 8 of the Code of Umoja and some Explanatory Notes. These are included to let you know how seriously Black People have been thinking and acting along Black nationalist lines. Pay close attention to them, and make notes if you think certain changes would improve the document.

Article VIII RATIFICATION AND AMENDMENTS

Section 1: Ratification

A. The Code of Umoja shall become law when approved by a majority of New Afrikans voting in regional conventions in May and June of 1975, as provided by the Peoples' Center Council prior to ratification of this code.

B. Except as provided in the following subsection, upon the ratification of the Code of Umoja, the first Code of Umoja of the Republic of New Afrika is repealed.

C. Any law passed by a national legislator of the Republic of New Afrika prior to the ratification of this Code of Umoja remains in effect after the ratification of this Code of Umoja unless such law is inconsistent with this Code.

Section 2: Amendments

A. Prior to February, 1976, this Code of Umoja may be amended by two-thirds vote of the voting Peoples' Center Council membership duly convened at a Peoples' Center Council session. Subsequent to February of 1976, this Code may only be amended as provided in the following subsection.

B. Amendments or changes in this Code of Umoja may be proposed by the people in duly convened peoples' conventions or by a two-thirds majority vote of the voting membership of the Peoples' Center Council. An amendment or change shall become a part of the Code of Umoja when approved by a majority of New Afrikan citizens voting in direct popular elections. The Peoples' Center Council shall arrange for such popular elections within one year of a duly proposed amendment or change. The Peoples' Center Council shall convene a peoples' convention for the consideration of amendments or changes to the Code of Umoja whenever a majority of its voting members present shall vote for the convening of such a convention.

Explanatory Notes

The specific dates mentioned (May and June of 1975, February, 1976) are of little relevance to Us now. They dealt with time consideration that were relevant to that particular course of events. Once Black People seriously seek self-government, We will probably maintain many parts of this document and amend others. That is part of the process of making the Black constitution the best instrument of the people that it can be.
